"The problem confronting Minister Lamrock was how to create a new program (intensive French) with more positions, without spending more money. The answer he chose, it seems, was to shut down EFI. In hindsight, it seems obvious that the Croll-Lee report was little more than window dressing to hide what became, in essence, another money grab by the province. Not a big money grab, mind you. Croll and Lee stated that EFI only represented $5 million per year in incremental costs to the department, a very small amount in a billion-dollar education budget. But a money grab nonetheless." |
